There must be some files present occupying the space.
Besides the shared folders there are files stored on the data partition from some applications like transmission.
If you connect via ssh you can view the content of directory /share/1000 to find out which folders and files occupy the space.
A program like winSCP is very handy to do that.
And in 17-0 you can format the data partition without affecting the firmware. But before doing that I advice to check content of the data partition to see if no valuable data is lost. 670 GB is a lot I assume it are downloaded files from transmission
