if httpd is not running try to start it using

Code: Select all
/usr/bin/httpd -f httpd.conf -d /etc

check again with ps -ef if it is running now

well the httpd server is running...

look to these lines in the output you posted
Code: Select all
<snip>
root       676     1  0 12:00 ?        00:00:00 /sbin/udhcpc -b -i eth0 -s /etc/
root       684     1  0 12:00 ?        00:00:00 /sbin/udevd
root       693     1  0 12:00 ?        00:00:01 /usr/bin/httpd -f httpd.conf -d
nobody     700   693  0 12:00 ?        00:00:00 /usr/bin/httpd -f httpd.conf -d
root       707     1  0 12:00 ?        00:00:00 /usr/sbin/nmbd -D -l /var/log/sa
<snip>

so you should be able to access it
