Can't install console because cygwin1.dll is missing

I am attempting to install the console and after clicking on fvdw-sl-console.exe, I get a system error. The error message states that the program is unable to install because cygwin1.dll is missing from the computer. Please try reinstalling the software. CYGWIN is installed on the computer (although, I have never used it before) and cygwin1.dll is in the C:\CYGWIN\bin directory and in part 4 of the console install package.

Am I doing something wrong or is there something else that needs to be done?
Windows 10 workstation.

Just extract the complete archive in a folder and run the fvdw-sl console.exevexecutable. The required cygwin1.dll is included in the package and should be in same directory as the fvdw-sl console.exe. After extracting the archive this should be the case. No need to move or add files
