What service did you set with your DDNS?
You must chose "Host with IP address" in this url https://account.dyn.com/dns/dyndns/matpic.dyndns.org (of course use it only after signing...)

yes I have "host with IP address" service

Ok.

Some current router is blocking packets with a source IP equal to it's WAN IP address from a LAN request.
When you make the request from inside your network, the source IP of the packet gets changed to the public IP on the router. Usually there's no reason for the router to receive a packet that originated from itself (there are cases, such as a loopback test like we made for transmission), so for security the packet is dropped. In this case, the packet (after NAT translation) would have the same source and destination IP address, which is commonly used in a LAND attack, which is another reason the packet might be dropped, if your router does any type of security checks on traffic.

Little background, try to also activate the DDNS service on the router, perhaps in this case the router translates directly your request with local address.
