Think you have to optimize your motion settings. This nas has cpu with limited power. Live video streaming with high framerate may cause overload on the cpu

20 to 30 fps is to much ?

Depends on resolution as well. Just try with lower resolution and/or framerate to see what works.
On command line give command

htop
to see cpu and memory usage
