There must be another reason as in the past it worked using the same commands. More likely is a degradation of the mainboard. My isp1 also has a problem to boot after power on. But in my case it boots after waiting 15 minutes or so and power off/on again. Few years ago it booted directly without need to wait.

That doesn't explain why it is booting every single time with console cables connected.
