falied reinstall Transmission (not found on server plugout)

Weel after one year i have the same problem
I try to reinstall transmission an error code 203
I try intalling the last patch 09 to solve the problem but and error -98 when i tried to reinstall transmission
Help
I triying reinstalling firmware 17-0 but after it i have the same error codes
